And... According to the wiki page for lambton worm, it's an old myth/legend about a kid who skipped church and went fishing and caught an eel/serpent fish-like-salamander thing. Maybe the lambton worm is fished up in the zone? Try bringing a variety of fishing rods and baits and try it next time. Just speculation, but its possible.

I figure it's either one of 2 things:

a: It already exists. It's like when your nin/drk lands Sleep or Bind or whatever, basically that % where you land the spell no matter what.
b: It's new and we're going to see Nukyboom casts Thunder IV...Critical hit! Fafnir takes 2500 damage! (but only with one or both of these new magic crit hit items)

We free-lotted the Anteres Harness and it went to a BLU/RDM/PLD. For PUP, I don't think a Scorpion Harness +2 is as good as Pahluwan Khazagand. Basically DEX+4 or "increased crit rate."

It would be crazy if buff spells could crit for double effect. Shell 4 would nearly hit the magic damage reduction cap, Barspells would be incredible, 30% haste as you pointed out, Phalanx would block nearly 60 damage per hit, Stoneskin would absorb 700, Utsu:Ni would give 8 shadows subbed, Sneak and Invisible would last 4 seconds...
